The exit for Las Cruces
It's where the 101 and hwy 1 meet. Just take the frontage road facing back towards Santa Barbara. There is a pullout and a self registration for day use. Walk up the trail, follow signs, go right at the no horses sign, and you'll see it after a short walk up hill.
